
Serena Sowin Elected Public Member to NBCOT’s Board of Directors

NBCOT is pleased to welcome Serena Sowin, Ed.D., BCBA, NCSP, as the newest public member on our board of directors. Her service will begin in January 2027.
Public members play an important role in NBCOT’s governance and our mission to protect the public. By bringing perspectives from outside the occupational therapy profession, public members help ensure board discussions and decisions remain focused on the needs and interests of the public we serve.
Serena has an extensive background in professional standards, certification, accreditation, ethics, and governance. She currently serves as the Director of Professional Standards for the National Association of School Psychologists, where her work includes oversight of certification and accreditation activities and support for ethics and professional standards. She is also a credentialed school psychologist, a Board Certified Behavior Analyst, and a U.S. Marine Corps veteran.
Serena’s experience provides her with a strong understanding of both the responsibilities of a certification organization and the unique role of a public member. She describes public members as “the guardians of the public trust” who offer an external perspective to complement the expertise of occupational therapy practitioners serving on the board. She believes “public members support effective governance by asking objective, challenging questions that ensure transparency and accountability” so that decisions remain focused on the practitioners, students, clients, families, and communities ultimately affected by them.
